Frequently Asked Questions

• Are you independent of the installing contractor?

  Yes. We are a specialist commissioning company and do not install heating, cooling or ventilation systems. All of our work is carried out on installations completed by other contractors, which means our results are independent of the party responsible for the installation. This separation matters on BREEAM projects in particular, where the roles of main contractor and specialist commissioning manager are kept distinct so that installation and commissioning are carried out independently by different parties.

• What standards do you commission to?

  We work to the CIBSE Commissioning Codes and the corresponding BSRIA Application Guides -principally Code A and BSRIA BG 49 for air distribution systems, and Code W and BSRIA BG 2 for water distribution systems, with Code M covering commissioning management. Code W was updated in 2025 and was developed jointly with BSRIA and the Commissioning Specialists Association, of which our company and staff are members.

• At what stage of a project should a commissioning specialist be appointed?

  As early as possible. Commissioning management ideally begins at design stage and continues through installation, commissioning and evaluation, and early involvement allows us to comment on the “commissionability” of the design - whether the right regulating valves, test points and access provisions are included. Appointing a commissioning specialist late in the programme is one of the most common causes of delay at handover, because problems that could have been designed out have to be resolved on site instead.

• What needs to be in place before commissioning can start?

  Systems need to be physically complete and ready to be set to work. For water systems that means pipework installed, pressure tested, flushed and chemically cleaned, with regulating valves and test points accessible. For air systems it means ductwork complete and sealed, terminals fitted, filters installed and fans safe to run. Controls and BMS should be live, and safe access to plant and terminal units available. We are happy to carry out a pre-commissioning inspection to confirm readiness before mobilising.

• What documentation will we receive on completion?

  You will receive full commissioning records for each system, with measured results recorded against design values. Where required, results are witnessed by the client, consultant or building control before sign-off. All documentation is produced in a format suitable for inclusion in the operation and maintenance manuals, and we can provide certification to the relevant parties for Building Regulations or contractual purposes.

• What is BREEAM seasonal commissioning and when does it need to be carried out?

  Seasonal commissioning involves monitoring and adjusting systems across a full range of operating conditions once the building is occupied, to confirm that they perform as designed in both heating and cooling seasons. The activity runs over the first 12 months after occupation and aligns with the 12-month defects period typically in place under the building contract. Where completed records are not available at final certification, evidence of the appointment of a seasonal commissioning manager together with a schedule of commissioning responsibilities is accepted as demonstrating compliance.

• How often do healthcare ventilation systems need verifying under HTM 03-01?

  Critical ventilation systems require an annual performance verification, supported by routine inspections through the year. Measured air change rates at annual verification should be at least 18 ac/h for an operating theatre, UCV theatre or lay-up preparation room, at least 12 ac/h for an anaesthetic room using nitrous oxide or volatile agents, and at least 80% of the recommended rate for all other clinical rooms. The site Authorised Person (Ventilation) should assess and record the competence of the verification engineer before works commence, and we are able to provide evidence of competence on request.

• What does your water treatment and Legionella package cover?

  We provide risk assessment, written control schemes, logbook production, routine monitoring, cleaning and chlorination, on-site engineer tuition and system upgrades, with water samples analysed by an independent UKAS accredited laboratory. The work is carried out in line with the HSE Approved Code of Practice L8 and the supporting guidance in HSG274.
